Florida Crash Watch v1 uses the FHP RSS feed as the presence source and the related FHP HTML view for enrichment. The importer computes SHA-256 values before parsing, saves them in ordinary poll records, and keys normalized incident records by source and CAD identifier.
Automatic publication requires an approved explicit injury, fatality, road-impact, or commercial-vehicle signal plus usable time, location, provenance, and a sanitized public projection. The system does not infer fatality, injury, cause, fault, identity, role, or age. Ambiguous, conflicting, stale, or malformed records are held for review.
Three consecutive healthy polls that omit a previously listed CAD identifier produce a “no longer listed by FHP” transition. Failed and degraded polls freeze absence state. Reappearing identifiers retain the same permanent record.
